هُوَ الَّذِي أَيَّدَكَ بِنَصْرِهِ وَبِالْمُؤْمِنِينَ ﴿٦٢﴾ وَأَلَّفَ بَيْنَ قُلُوبِهِمْ
It is He who supported you with His help and with the believers. And brought together their hearts.
اوست کسی که تو را با یاری خود و به وسیله مؤمنان نیرومند ساخت. و میان دل هایشان الفت و پیوند برقرار کرد

The question was asked by an Iranian Sunni. The reason this Fatwa was given because most people in Iran don't know about Fatwas given by scholars of pakistan. Brother, attacking people of other faith is forbiden in Islam.

Killing people of any faith that lives within the limits of an Islamic state is not permitted, If such group does create fitna in the Islamic state they can be dealt under Islamic law or forced out of the state, I think Shia will prefer to live in Iran than in Pakistan, If Islam is established as official religion of the state.
